About Personal Touch Services

Personal Touch Services is a locally owned and operated mitigation, restoration and home improvement company. It is a Virginia Class A-licensed contractor. Operating since 1991, Personal Touch Services was bought in 2014 by Rhett Russell, a retired Army officer, and his spouse Lia Russell, a 25-year newspaper journalist. Our mission is to help the residents of the Hampton Roads community experiencing a home crisis or those who just want to make their homes nicer with renovations or additions. Our life experiences and personal and professional backgrounds have instilled in us the values of hard work, integrity and professionalism, with which we serve our customers every day.

The employees of Personal Touch Services understand the stress homeowners feel after their homes are damaged by flooding, storms, fire, mold and other disasters. We strive to ease the disruption these disasters cause to our customers’ lives by cleaning up the immediate mess and then restoring their homes.

Our trained and certified project managers and technicians work with homeowners and their insurance companies to ensure a smooth process of mitigation and restoration.
